Principals
are encouraged to consider the suggestions below for communicating with
parents and neighbors once your Proposition MM project begins. While no
construction project is without its challenges, proactive
communications
with parents and neighbors can alleviate concerns and build public
confidence
in the Proposition MM program and in future bond measures.
Project Fact Sheets

The
Proposition
MM team maintains one-page Project Fact Sheets specific to the
construction
work at your school. Consider distributing Project Fact Sheets via your
school newsletter, your front office, or as a handout at parent, PTA
and
staff meetings. For an updated copy of your school's Project Fact

Principal Letter To
Neighbors

Before
your
Proposition MM project begins, you may want to send a letter to
neighbors
most affected by construction work. For questions about distribution of

School Newsletter And
Community
Newspaper
You are
encouraged
to include articles and photos in your school newsletter or community
newspaper
to update your parents, staff and community about the progress of your
Proposition MM project. For assistance with article content, contact
your
project manager or Communications at 619-725-5602.
Media
If you
receive
a media call about Proposition MM work at your school and don't have
answers
to all of the questions, inform your project manager or Communications
at 619-725-5602.
Special Events
You are
encouraged
to hold special events/media events before, during or after your
Proposition
MM project. If you plan a special event/media event, coordinate with
your
construction team and Communications at 619-725-5602. Events can
include:

Your Proposition MM project is almost done! Now it's time to celebrate
with your school community.
Special
guests,
red ribbon, giant scissors, balloons, podium...there's a lot to do!
Click

cutting
ceremony for your new Proposition MM facility. This is your opportunity
to celebrate and thank everyone - teachers, staff, parents, students,
partners,
and the construction team - for their hard work and patience. It's also
an opportunity to let your community know that their Proposition MM tax
dollars have resulted in great things at your school!
Site Discretionary Funds
Proposition
MM provided site discretionary funding for capital improvement projects
to be selected by each school. Each school was to receive $100 per
student
based on enrollment as of October 1, 1999. All sites with remaining
discretionary
funds should submit their projects as soon as possible to ensure they
are
completed by 2006.

Voter Guide Completion
Process
When Proposition MM was passed by 78 percent of San Diego
voters in 1998, the Voter Guide (ballot) listed schools and the
specific projects to be completed at each school. These specific
projects were also incorporated into individual contracts with
each school, signed by the original principal and other key
stakeholders. As Proposition MM nears total completion, Facilities
Management has established a Voter Guide Completion Process as a "final
review" that involves principal input to ensure that all Voter Guide
items have been completed as promised to voters. The process is
outlined below:
1.
First, Facilities Management will designate schools as "Essentially
Complete" and ready for principal sign-off. By definition, Essentially
Complete means that construction contracts are completed and the school
is able to occupy/use the new or modernized facility, although punch
list work may still be underway.
2.
After a school is designated Essentially Complete, the Proposition MM
project manager will meet with the current school principal to:
- Review
and discuss each school contract/Voter Guide item, confirm that the
work was done and resolve any remaining issues
- If
all items are complete, obtain the principal's signature, which
signifies that all work required by the school contract/Voter Guide was
performed
- Review
and ensure the principal completes the Customer Satisfaction
Survey

Once the above items are satisfied, the school will be considered
"Complete."
4.
As added oversight, Facilities Management will present status reports
to the Independent Citizens' Oversight Committee (ICOC) to list schools
where principal sign-off has occurred. The ICOC, at its own discretion,
may choose to visit the completed sites to inspect the work.
Customer Satisfaction
Survey
As we
complete
Proposition MM projects throughout the district, it is important to
learn
from our successes as well as our shortcomings. Facilities Management
has
created a Customer
Satisfaction Survey
for principals to fill out after Proposition MM work is
completed
at your site. Principals will receive a memo from Facilities Management
and/or will meet with their project manager regarding when to
complete the survey. The information we gather
from these surveys will be reviewed and used to improve processes in
the future.
